ABOUT THE POSITION
This Behavioral Health and Recovery Services Unit Supervisor (BHRS Unit Supervisor) recruitment is to establish an eligible list for all Behavioral Health Programs within Health and Human Services.This list may be used to fill BHRS Unit Supervisor vacancies as long as the list is active. As such, you are encouraged to apply even if a vacancy doesn't exist in the program for which you are interested. The eligible list established from this recruitment may be used to fill future vacancies for open, fixed-term, full-time or part-time positions which may occur while the list remains active.

IMPACT South
The Integrated Multi-Service Partnership Assertive Community Treatment (IMPACT) South Program is a multidisciplinary team that provides mental health treatment services to Marin Medi-Cal beneficiaries diagnosed with severe mental illness. Reporting to the BHRS Program Manager, the IMPACT South Unit Supervisor provides leadership for the day-to-day operations of the Impact South team. IMPACT provides intensive Full-Service Partnership (FSP) services that is modeled after the Assertive Community Treatment (ACT) model. The primary target population are adults with Serious and Persistent Mental Illness (SMI) who are Medi-Cal beneficiaries, low-income, or uninsured. Recovery-based services are provided by a multi-disciplinary team to individuals experiencing SMI, co-occurring substance use and medically complex issues; experiencing homelessness or at risk for becoming institutionalized; needing out-of-home care; or frequently utilizing hospitals/emergency rooms as the primary resources for their mental health treatment. In addition, the team provides on-going assessment, treatment planning, psychotherapy, care coordination, and acts as a client advocate when client is unable to advocate for themselves. The Supervisor of this team works collaboratively with a multi-disciplinary team of highly skilled professionals and is responsible for ensuring adherence to the ACT model.
The BHRS Unit Supervisor position will provide clinical and administrative oversight and leadership for the team and represent BHRS to the community. The Unit Supervisor will have direct oversight over Licensed and unlicensed Behavioral Health Practitioners, support and administrative staff and will work collaboratively with other team members. This position is responsible for the planning, assigning, supervising, reviewing and evaluating the work of staff. This position is also responsible for successfully coaching and developing the team, as well as writing and delivering annual performance reviews and providing training and discipline as necessary to staff. Additional duties include, but are not limited to:
Managing a small caseload and conducting ongoing clinical and/or psychosocial assessments, recovery-based supportive case management and psychosocial rehabilitation or psychotherapy services.
- Keeping accurate records of interventions and service plans that comply with Medi-Cal and BHRS documentation standards.
- Regularly monitoring program metrics and program budgets.
- Using and creating database systems to track and organize relevant data.
- Representing BHRS at community meetings.
- Developing policies and processes for continuous improvement.
- Organizes community events to promote wellness and recovery.
- Conducting evaluations of staff and self to monitor performance.
- Coaching, mentoring, and guiding staff to develop in the roles.
Forensic System of Care
With the launch of the state's CalAIM Justice Involved Initiative, BHRS has the need for a Unit Supervisor in the Forensic division. CalAIM is "California Advancing and Innovating Medi-Cal" and the Justice Involved Initiative is a 5-year plan to transform MediCal by integrating social services across systems for individuals with complex needs. The reform will include standardization of programs throughout the state, payment reform, better collaboration between county systems and "no wrong door" to assist individuals who are seeking support, including behavioral health linkages in the community. Specifically, correctional facilities including the Marin County Jail, will begin to offer MediCaid services to incarcerated individuals within 90 days of their release. This will include eligibility screening for MediCal and pre-release services, assessments to determine which services would be available to the individual, referrals to behavioral health treatment post-release, and referrals to enhanced care management. The Unit Supervisor will help to design and implement the Justice Involved CalAIM program in Marin County.

- Conducting ongoing clinical and/or psychosocial assessments with individuals including evaluating those incarcerated in the Marin County Jail who are being referred for participation.
- Ensuring accurate records of interventions and services that comply with Medi-Cal and BHRS documentation standards.
- Regularly monitoring program metrics and program budgets.
- Using and supporting the creation of database systems to track and organize relevant data.
- Representing BHRS at community meetings.
- Developing policies and processes for continuous improvement.
- Conducting evaluations of staff and self to monitor performance.
- Coaching, mentoring, and guiding staff to develop in the roles.
The position is Monday-Friday, business hours, with some opportunity for hybrid work.
Highly Desirable:
Bilingual skills in Spanish and English are highly desirable.
BILINGUAL TESTING/CERTIFICATION: The successful candidate must possess bilingual skills and must demonstrate proficiency in both Spanish and English prior to appointment. A bilingual proficiency exam will be administered to ensure the candidates possess the appropriate skill level to meet the requirements.
Fixed-Term:This is an 18-month fixed-term position. This position is budgeted until June 30, 2026. However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position's funding finishes, or the work is completed. Employees in these positions are exempt from the County's policies regarding lay-off order and reduction-in-force rights.

The ideal candidate The IMPACT South program will have proven leadership experience and skills in managing and supervising behavioral health programs and staff; skilled in developing and implementing program goals, objectives and policies and procedures; able to manage critical and complex clinical and personnel related issues; and be an effective communicator both verbally and in writing.
The ideal person for this position is a leader that is focused on bringing value into the lives of BHRS clients and supporting the team to help reach their goals. In addition, experience in a fast-paced environment and managing multiple priorities, while pushing for innovation is desired. The successful candidate has the ability to join and work with a multi-disciplinary team; the ability to work effectively with other departments and community groups; and the ability to analyze and synthesize data and information to make informed decisions.
The ideal candidate will have strong prior experience in leading, managing or supervising behavioral health programs and staff; skilled in developing and implementing program goals, objectives and policies and procedures; able to deal with critical and complex clinical and personnel related issues; and able to communicate effectively both verbally and in writing. Familiarity working in a labor represented environment.
The individual will also demonstrate knowledge of the ACT model principles, procedures, and techniques used to serve clients.
Forensic System of Care:
The ideal candidate will have proven leadership skills and be able to demonstrate a level of comfort with program start-ups. The ability to navigate complicated systems from within the jail setting, and work collaboratively with community-based partners will be of the utmost importance. The ideal candidate for this position enjoys an active and dynamic work environment, and prefers to be engaging in cross-disciplined collaboration and partnership, inclusive of working in partnership with justice professionals. The person in the JI-CalAIM Unit Supervisor position must be comfortable in a new position, with the flexibility to take direction and make innovative contributions to help develop the role. The ability to successfully multi-task and track various projects is required.
The ability to have both a large-scale understanding of county-wide services, as well as the interpersonal ability to collaborate with partners will be a helpful skill to have and develop. Strong communication skills and the spirt of community-serve is essential. The ideal candidate will see this position as an opportunity to create a new program, including established and new partnerships using a multi-agency approach and have a mix of professional collaboration and coordination, supervision of staff, and with direct service work when needed.

Qualifications
Knowledge of:
- Administrative principles and practices, including basic budgeting, program planning and evaluation, unit and shift coordination, and admissions criteria and procedures.
- Principles, procedures, techniques, trends and publications relevant to community mental health.
- Dynamics of human behavior; physical, psychological, environmental and social aspects of behavioral health disorders and emotional disturbances.
- Nature of problems calling for the use of public or private community resources.
- Scope and activities of community health and welfare agencies and community resources available for assistance to individuals suffering from behavioral and/or emotional problems.
- Methods and techniques of crisis intervention, individual/family/group counseling, case management and social rehabilitation.

- Plan, assign, supervise, review and evaluate the work of staff and interns in a variety of disciplines in order to achieve and coordinate service delivery to clients.

Minimum Qualifications and Certifications & Licenses
A Master's Degree from an accredited college or university with a major in sociology, psychology, social work, social welfare, counseling, mental health, psychiatric nursing, or a closely related field OR Doctorate in Psychology AND licensure requirements (see below), AND Two years of clinical behavioral health experience in a behavioral health setting appropriate to the functional area to which assigned AND one year of experience in providing lead or administrative or clinical supervision in a behavioral health setting.
