The role:

Join our team as the maintenance clean water program coordinator where you will serve as our technical expert on water quality regulations that pertain to ODOT highway maintenance activities. Bring your knowledge of protecting water resources and experience complying with water quality regulations to help us keep ODOT’s highways safe and operational!

A day in the life:

  • Coordinate the development and implementation of our clean water program to address water quality compliance efforts involving maintenance actions and oversight.

  • Organize, plan, coordinate and evaluate budget requirements in the development and implementation of complex and controversial clean water permits.

  • Track and report the status of procedures necessary to meet permit conditions and ensure that regulatory agencies, interested parties and decision makers are informed of progress.

  • Coordinate and provide tools to maintenance staff to inspect and maintain water quality facilities intended to treat highway stormwater runoff.

  • Coordinate across business lines and multiple statewide programs, state and federal regulatory agencies to understand agency goals, constraints and concerns related to clean water regulatory compliance.

  • Review inspection data and report issues to maintenance and the hydraulic engineering section.

  • Coordinate with the hydraulic engineering section on the development of water quality facility maintenance requirements to ensure guidance is implementable.

  • Work in a standard office environment. Work outside of the office may involve exposure to difficult terrain, all weather condition, heavy traffic, construction equipment and other hazardous conditions. Hybrid work options available with remote work allowed 2-3 days per week pending manager approval.

Minimum qualifications:

A bachelor's degree in environmental science, a physical science, a natural science, engineering, or a closely-related field AND three years of environmental analysis or resource project management experience, one year of which must have included research, design and analysis

NOTE: Three additional years of environmental analysis or resource project management experience may substitute for the bachelor's degree.

  • Proven experience working in earth sciences.

  • Proven ability to research, understand and apply environmental regulations.

  • Experience working independently to analyze diverse resources and generate solutions.

  • Excellent negotiation and conflict resolution skills including the ability to navigate difficult conversations while demonstrating empathy, tact and assertiveness.

  • Strong technical report writing skills with the ability to take complex technical and regulatory information and communicate it to a variety of audiences.
