The City of Elk Grove is now accepting applications for the position ofNETWORK ENGINEER
The ideal candidate will have strong communication skills, attention to detail, and the ability to work independently and in a teamwork environment. The ideal candidate is experienced in designing and implementing network solutions, configuring and troubleshooting routers, switches, and firewalls, and resolving complex network issues.  Efficient project management skills and the ability to implement changes with minimal downtime and clear communication are essential. The candidate should be current on industry trends and best practices and adept at enforcing IT policies. Hands-on experience with Cisco, Palo Alto, and Meraki networking solutions as well as experience with Network Storage systems is highly desired. This role is vital to the Information Services Department and will work closely with the Senior Security Engineer.

Representative Duties

DEFINITION
Under direction, designs, analyzes, configures, and manages the City's physical and virtual network and telecommunications infrastructure; implements upgrades for mission critical systems; consults with users, gathers data, analyzes and evaluates system requirements, and modifies systems; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from assigned management or supervisory personnel. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS
This journey level classification is responsible for independently performing professional and technical duties in support of the City's network and telecommunications infrastructure. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

  • Designs and implements complex network solutions, including LAN, WAN, wireless, and remote connectivity, ensuring scalability and alignment with City requirements. 
  • Configures and maintains network devices such as routers, switches, firewalls, and load balancers, optimizing performance and security. 
  • Diagnoses and resolves advanced network issues, conducts root cause analysis, and implements corrective actions to minimize downtime. 
  • Implements security measures, including firewalls, intrusion detection/prevention systems, and access controls, to protect county networks from threats. 
  • Monitors network performance, analyzes data, identifies bottlenecks, and implements enhancements to ensure optimal network operation. 
  • Creates and maintains comprehensive network documentation, including diagrams, configurations, and procedures for network components. 
  • Plans and executes network upgrades, patches, and maintenance activities while minimizing impact on county operations. 
  • Collaborates with network hardware and software vendors to troubleshoot issues, obtain support, and stay informed about product updates. 
  • Assesses network capacity requirements and plans for future growth, recommending necessary enhancements or expansions. 
  • Ensures network compliance with security standards, regulatory requirements, and industry best practices. 
  • Designs, configures, and implements disaster recovery and backup solutions and procedures. 
  • Stays abreast of industry trends, emerging technologies, and best practices, proposing innovative solutions for business enhancement. 
  • Enforces information technology operational policies and procedures. 
  • Attends and participates in staff meeting and other meetings as requested. 
  • Performs related duties as assigned.

Qualifications

QUALIFICATIONS
Knowledge of:

  • Network architecture design principles, including high availability, redundancy, and fault tolerance. 
  • Network security principles, including encryption, authentication, access controls, and security protocols. Knowledge of advanced security measures such as network segmentation, zero-trust architecture, and network access control (NAC) systems. 
  • Routing protocols (BGP, OSPF) and switching technologies, along with comprehensive knowledge of network segmentation and VLAN implementation. 
  • Firewall technologies, intrusion detection/prevention systems (IDS/IPS), and their deployment strategies. 
  • Network monitoring and management tools for performance analysis, fault detection, and network visibility. 
  • General knowledge and understanding of Network Attached Storage. 
  • Methods and techniques of preparing technical and administrative reports, and general business correspondence.
  • Principles and practices of developing and maintaining technical documentation, files, and records.?
  • City and mandated safety rules, regulations, and protocols.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Diversity, equity, inclusion, and belonging concepts and principles, including their significance in organizational dynamics and the functioning of the City and their impact on fostering innovation and collaboration. 
  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. 
  • Current equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
Ability to:
  • Analyze intricate network issues, isolate root causes, and implement effective solutions.  
  • Incorporate advanced troubleshooting techniques, including packet analysis, protocol debugging, and simulation tools. 
  • Manage network projects, including planning, execution, and coordination of tasks and resources. 
  • Identify performance bottlenecks and implement optimization strategies for enhanced network efficiency and network capacity planning, QoS implementation, and traffic shaping. 
  • Respond to and effectively prioritize a high volume of phone calls and other requests for service.?
  • Maintain accurate files and records. 
  • Prepare clear and concise reports, correspondence, and other written materials. 
  • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
    • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax. 
  • Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
  • Engage with a diverse public and workforce, facilitating inclusive service delivery, and implementing equitable city policies. 
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. 
Education and Experience:
A bachelor's degree from an accredited college or university with major coursework in computer science, information technology, or a related field and five (5) years of increasingly responsible experience involving network planning, set-up, installation, modification, maintenance, and repair.
Licenses and Certifications:
  • Possession of, or ability to obtain by the time of appointment, an appropriate, valid California driver's license. This requirement may be waived for individuals who are unable to obtain a driver's license due to a disability.  

Physical Demands and Work Environment

PHYSICAL DEMANDS
Must possess mobility to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, bend, stoop, squat, crouch, and grasp, and to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone or radio. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. WORKING CONDITIONS
Employees may be required to work extended hours including evenings, weekends, and holidays.
