Summary



The Director's Office at DNRP's mission is to ensure that our divisions have a well-aligned, efficient, and operationally effective environment in which to function. As the Emergency Preparedness and Resiliency Manager, you will foster a culture of preparedness within the department by coordinating emergency preparedness measures across our divisions as well as training leaders and staff in the art of mitigating, preparing for, responding to, and recovering from emergencies and disasters.

As the department's emergency preparedness and resiliency lead, you will knit together separate efforts from within five divisions, the community, and private business partnerships/programs to create a coordinated approach to emergency preparedness for over 2000 employees and the residents we serve in King County. You will also work closely with the King County Office of Emergency Management and other local/state/regional partners. You will be responsible for updates to the DNRP Continuity of Operations (COOP) plan and will lead efforts to ensure that DNRP's response to emergency is coordinated and staff is trained by working directly with a team of emergency preparedness professionals in each of DNRP's four operating divisions.

You will create the department's first-ever resiliency guide and lead the divisions in identifying vulnerabilities to various potential events and disasters from the threats of climate change, earthquake, cyber-attack, human-made disruptions and more.  

This position performs work remotely and onsite.

Job Duties

What You Will Be Doing

  • Work in collaboration with other emergency preparedness professionals to align the prevention, preparedness, response and recovery efforts of the department, county leadership, division staff, and community partners.
  • Build essential relationships to design, develop, support, and implement various emergency preparedness and resiliency programs, strategies, and initiatives for all DNRP divisions.
  • Develop and deliver trainings and exercises and resiliency assessments with divisions and the director's office on a cyclical basis.
  • Keep department and division leadership aware of potential vulnerabilities and emergency preparedness needs across the enterprise through regular updates.
  • Manage, lead, and coordinate the development, update, and maintenance to the department and division-specific Continuity of Operations (COOP) plans and supporting protocols. Conduct department-wide COOP training and exercises, as well as support countywide efforts.
  • Ensure operability of the department's emergency operations systems and processes.
  • Activate and ensure staffing and training of the DNRP's emergency operations and Emergency Support Function (ESF) roles and responsibilities. 
  • Serve as area commander and/or other command roles during an emergency response, as needed. 
  • Ensure after action reviews are conducted, and improvement plan items are implemented following emergency response activations and exercises.
  • Support, implement, and maintain emergency communications systems and tools within the department.
  • Represent the department at various local and regional meetings and committees.
  • Participate in national learning communities to share King County's experience, learn from other communities and jurisdictions, and stay current with relevant research and trends.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • Experience leading work with emergency plans and procedures such as COOP plans. Knowledge of current emergency management laws, regulations, principles, and practices, and Federal grant programs.
  • Experience analyzing current emergency management strategies for gaps, documenting those findings, and suggesting solutions to leadership for execution.
  • Demonstrated experience in project management, program management and principles and practices in grant management as well as policy, protocol, or program planning/development.
  • Experience in consensus building, managing people who are not direct reports, and maintaining an inclusive, respectful, and culturally responsive workplace.
  • Experience working within a large or complex organization that required the ability to remain flexible and adaptable to accomplish emergency management goals.
  • Experience with training and exercise design, delivery, and facilitation.
  • Ability to effectively organize and execute competing priorities and quickly and efficiently adapt projects and tasks as emergencies arise.
  • Proficient with the use of office productivity tools in daily work.

Required Licenses: 
  • Washington State Driver's License.
It Would Be Great if You Also Bring:
  • 5+ years of experience leading work with emergency plans and procedures in a large governmental or private/community organization
  • Project Management experience that includes working with multiple stakeholders
  • Training and knowledge of basic ICS/NIMS (IS-100, 200, 700, 800)
  • Certification or Professional Development in Emergency Management

Supplemental Information

Working Conditions: 

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements 2 days typically weekly. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the KCOEM - Renton, and the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
  • Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is not represented by a union.
