Summary

This position serves as the Energy Conservation Management Officer for the Office of Research Facilities and is responsible for the development, implementation, management and coordination of the NIH Energy and Water Conservation Management Program. This position serves as the NIH energy advisor for biomedical research facilities owned/leased by the federal government and is recognized as the NIH's leading authority on energy/water conservation activities.

Duties

  • Responsible for the development, implementation, management and coordination of the NIH Energy and Water Conservation Management Program.
  • Exercises the full range of supervisory responsibilities over assigned subordinate staff within the Branch.
  • Evaluating, determining the feasibility thereof, and instituting new coordinated energy and water conservation and management measures to include program operations and equipment procurement as well as facilities support functions.
  • Develops and implements the technical policies, plans, and directives within NIH with regard to energy and water management functions.
  • Conceives, plans, executes, monitors, and evaluates energy and water conservation programs, projects, and policy options.
  • Develops utility cost forecasts, budget projections, and updates for utility resources and cost management, and strategic budget planning and control.
  • Develops concepts/methods concerned with identifying the true level of past, present, and future energy and water costs for a variety of purposes including budget planning, energy and water plan, utility efficiency, water cost, payback analysis, etc.
  • Responsible for presenting to the NIH biomedical community comprehensive energy and water conservation plans that will promote individual NIH awareness of the need for better control of utility consumption.

Qualifications

In order to meet the Basic Qualification Requirements of a Supervisory General Engineer (Energy), GS-0801 position, you must:

A. have a degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum;

OR

B. have a degree in professional engineering that includes differential and integral calculus and courses (more advanced than first-year physics and chemistry) in 5 of the following 7 areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials (stress-strain relationships); (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials (relating particle and aggregate structure to properties); and (7) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics;

OR

C. be registered as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico;

OR

D. be currently registered as an Engineering Intern (EI) or an Engineer in Training (EIT);

OR

E. have successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico;

OR

F. have successfully completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above;

OR

G. have successfully completed a curriculum that led to a bachelor's degree in engineering technology OR in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Additional requirements for Supervisory General Engineer, GS-0801-14:

In addition to meeting basic requirements, applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Leading site investigations and evaluating data to determine technical and economic feasibility of energy and water savings projects; Planning and designing work for substantial energy and water savings performance contracts including contract execution and construction management; Monitoring and tracking energy and water use consumption information; Maintaining building and site level energy portfolio management and tracking systems, including data input, metering hardware and software; and Collaborating with internal and external stakeholders on sustainability efforts.
