ABOUT THE ROLE
The Transportation & Air Quality Planner/Analyst position is in the Regional Planning Program section serving MTC and ABAG. This recruitment seeks top-quality applicants with strong problem-solving, analytical thinking, and technical skills, along with a proven ability to manage projects effectively. Under the general direction of an Assistant Director and/or Principal Planner, the Transportation & Air Quality Planner/Analyst will serve as the primary analyst of air quality matters for regional plans and programs at MTC/ABAG. This position will work closely with modelers, analysts, and planners within MTC/ABAG, as well as with Bay Area Air Quality Management District (BAAQMD), state, and federal agencies, to address complex planning challenges.
This position is expected to split time between the Regional Planning Program’s Transportation Planning and Forecasting, Modeling and Surveys teams. This position will be filled at either the Assistant or the Associate level depending on years of experience and qualifications.
Specifically, this position will be responsible for:
- Air Quality Planning and Policy Analysis: Prepare emissions inventories for regional plans and programs to ensure compliance with clean air standards and emissions reduction targets.
- Policy, Planning, and Data Analysis: Analyze regional data using GIS and planning models to assess the impact of regional, state, and federal policies.
- Regional Planning Support: Support major regional planning initiatives, including the development and implementation of Plan Bay Area and related projects.
KNOWLEDGE, SKILLS, AND ABILITIES
- Expertise in Metropolitan Transportation and Air Quality Planning, including MPO responsibilities, transportation conformity, and compliance with federal and state regulations such as the Clean Air Act and National Ambient Air Quality Standards.
- Proficiency in Mobile-Source Emissions Modeling, including running and interpreting EMFAC model results.
- Strong Policy and Data Analysis Skills, using GIS, travel demand models, and regional datasets to assess policy impacts.
- Programming Skills in Python, for data collection, cleaning, coding, and analysis.
- Ability to Work with Multidisciplinary Teams, including air quality, modeling, and planning professionals.
- Strong Communication and Stakeholder Engagement Skills, including documentation and presenting technical findings.
- Detail-Oriented and Organized, with the ability to manage multiple projects and meet regulatory deadlines.
MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:
Education:A Bachelor's degree in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration. A Master's degree is desirable. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)
ASSISTANT PLANNER/ANALYST
Experience:One year of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.
ASSOCIATE PLANNER/ANALYST
Experience:Two years of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.
License/Certificate:
Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
PREFERRED QUALIFICATIONS
Education:A bachelor’s degree from an accredited college or university in an appropriate discipline related to the area of assignment such as environmental science, earth science, environmental engineering, meteorology, physical sciences, transportation planning, transportation engineering, transportation modeling or computer science. A Master's degree is desirable. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)
Experience: Minimum of one year of increasingly responsible experience in an appropriate field related to the area of assignment such as environmental science, earth science, environmental engineering, meteorology, physical sciences, transportation planning, transportation engineering, transportation modeling, or computer science. Preference will be given to applicants with more years of relevant or professional experience.
