The role:

Our Urban Mobility Office is recruiting for a business operations manager! In this key leadership role, you will prepare, monitor and administer the project controls for our multi-billion investment-based Urban Mobility Strategy and indirect office budget of approximately $2.5 million. You will lead a team of executive support specialists and project controls and contract management staff and establish business standards and practices for all programs within our office. A day in the life:

  • Direct budget planning efforts by establishing expectations and directing budget preparation.

  • Monitor budget expenditures, analyze implication of program submittals, and provide oversight in the allocation of budget.

  • Provide strategic planning and oversight of the Statewide Transportation Improvement Program (STIP) development process and monitor and oversee the STIP amendment process.

  • Lead, direct, supervise, manage and evaluate our office’s programming staff and program for STIP.

  • Coordinate our response to internal and external audits.

  • Manage and lead the Administrative and Business Operations Section, including evaluating workload, conducting annual performance appraisals, training and developing staff, and coordinating resources to meet business needs.

  • Manage the Contracts and Agreements Unit and oversee our contract administration process by developing, and implementing policies, procedures and program priorities aligned with agency goals and objectives.

  • Manage and oversee all of our office’s intergovernmental agreements (IGAs) programs, processes and delivery.

  • Serve as an advisor working with senior and executive leadership to develop strategic short and long-range planning efforts.

  • Oversee our public records requests and lead and advise our office on records management related to projects/programs.

  • Work in an office environment with hybrid work options available and occasional travel required.

Minimum qualifications:

Six years of supervision, management, or progressively related experience;

OR

Three years of related experience and a bachelor's degree in a related field.

Special qualifications:

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Experience developing, managing and estimating budgets of business operations programs.

  • Experience in researching properties, acquiring leases, and administering lease agreements on behalf of the owner for commercial building use, or sale/transfer of public land and air rights.

  • Experience and skill in providing easy-to-use reports/dashboards that monitor project/program financial performance (i.e. budgeting, forecasting) for business operations.
