Program Manager I

State of Connecticut Judicial Branch

The State of Connecticut Judicial Branch is seeking a qualified individual to serve as a Program Manager within the Purchasing Services Office of the Materials Management Unit. The Program Manager will, under the direction of an employee of a higher grade, perform a variety of operational and managerial procurement related tasks.  Tasks may include supervision of staff and the leadership of day-to-day procurement operations to support all Judicial Branch offices statewide. 

The Program Manager will serve as a subject matter expert in one or more critical areas of Judicial Branch procurement and will have responsibility for implementation, administration, oversight, and timely renewal of all contracts. The ideal candidate will have knowledge of, and experience with, contracting and procurement; subject matter expertise in a critical area of Judicial Branch procurement; previous supervisory experience; strong interpersonal skills, as well as oral and written communication skills; and the ability to analyze and evaluate records, reports and other financial documents. 

Salary Range: $110,415 - $145,756/year – plus State of Connecticut benefits.

New employees begin at the minimum.  The starting salary for existing state employees may be higher than the minimum, in accordance with existing Judicial Branch policy.

EXPERIENCE AND TRAINING
General Experience: Nine years of professional experience in a broad range of functions related to assigned areas, including some responsibility for planning, research and statistical analysis, organizational analysis, or a related field.

Substitutions Allowed:
1) College training may be substituted for the General Experience on the basis of fifteen semester hours equaling one-half year of experience to a maximum of four years for a Bachelor’s degree.
2) A law degree or a master's degree in a related field may be substituted for one additional year of the General Experience.

SPECIAL REQUIREMENT: Incumbents may be required to travel in the course of their daily work.
